Ghana penpal or scammer?

i have been penpals with a friend for over a month, he lives in ghana and seems very nice. and altho he does not ask me outright for cash he wants me to sell jewellery over here for him, only cheap stuff and small amounts. im starting to doubt he wants to be pals and is just after money, he says he is poor but is in internet cafe for hours every day. and can afford to ring my mobile,. he sends small trinkets to me as he says he enjoys exchange of gifts. am i being gullible, does he want a pal or is he setting me up to rip me off..anyone else had penpal from there?
