How long can a trustee hold out on making payments to heirs? On May 15, it will be 2 years since mom died?

The trustee, (my sister), is holding our money "hostage". She wants us all to sign an indemnity clause, releasing her of liability, but holding us liable for further claims on the trust. She has been dishonest since the day of mom's death. She tried to cover up loans, that her kids had against the trust. We heard that an "indemnity clause" is highly unusual, & we feel she must be holding something back, or why would she want one? Can we get a petition from a judge, on the 2 year anniversary, that orders her to close the trust & pay out the remainder of our inheritence? Any help on this, would be greatly appreciated. I imagine that sis thinks we won't do anything, because none of us have enough money to pay for a lawyer & court costs. I am thinking that a simple letter from a judge, that orders her to close the trust, shouldn't cost us much money. What do you think?
