Why does one need a prescription for ped meds?

I would understand if its a narcotic but why not for meds you have gotten before like Heartguard or Frontline. It will just cost me a minimum of $60 just to goto the vet and get another prescription. I think as the dog's owner, and to which she is treated like a member of our family, I could be responsible enough to administer and buy medicinne.
