What is the punishment for illegally changing the voice mail on my cell phone to profanity?

Nothing. The better question is how did someone gain access to your cell phone to change your message? Therein lies your answer. Conceivably, if someone stole your phone to do it, they could be charged with petty theft or vandalism. Most likely, a judge would just laugh you out of the courtroom.
