Why isn't yahoo doing anything to get rid of the bots in chat rooms?

Are these people paying yahoo to allow them to use bots in thier room? after the influx of bots several years ago i have stoped using yahoo chat,a nd the 3 times since then that I have visited yahoo chat to see if it was any better... there was nothing but bots in the rooms, no rela people at all
