Are you able to receive your bond if you turn yourself in?

I have a friend who got caught selling narcotics to an undercover police office in 1999 and was putted in jail in which he bonded out on 10,000 bond. The friend of mind did not go to court and a warrant was issued for him in which he was faced with 5 cl a felonies facing 30 years to life on each count. The friend of mine was on the run until this year in which a friend of mine which is a very good attorney said she would help me by talking to someone and seeing if it was possible for him to receive probation since he had stayed out of trouble. the friend of mine turned himself in and has been going to court and the prosecutor has recommended that he get probation. The question is since my friend turned himself in and received probation is he able to get the 10,000 cash bond that he put up since he was not apprehended by the police. I have heard several answers but would like to get other advice.
