Outstanding Student Loans ?

My Husband has an outstanding student loan from years ago, well they took his taxes every year and then stopped so he thought he was square, we got married in 2005 and filed jointly well, they took our taxes! I got my portion back but, they are taking them again every year, keep switching collectors and the amount does not go down! the school is no longer open and he didn't get a degree or graduate the original loan was $13,000 it is now over $25,000, even with all of the years of tax offsets....how can we settle? and more importantly how can I get our taxes back this year?? I need this money for my Son college tuition which we pay out of pocket as I will never get a student loan.
